IE 6 Problem Continues

Once you get the CD ROM with IE 6 on it, then have Mike completely uninstall the IE that he has on that machine. This will help ensure that he gets a clean install from the CD ROM.
That DLL message seems to indicate that the MSOE.DLL file is present, but that it cannot be initialized for some reason. This can happen when you have too little memory, yes. But I’d get the IE6 CD and install from there before you spend too much more time troubleshooting the messages. They may clear up after the CD-install.
